yes. Because if the phone is SAR capable it will request in SAR mode.

Why? Because the phone does not know (while it passed the request)
what the outcoming size of the response will be. Hence it can't know
if it fits to an non-SARed response or if it has to be SARed anyway
because of size.

Send Igor some logs and he can double-check on the behaviour.
