No, this is a different thing. It is just that if http receives something, and there is no charset specified, it must assume that charset is iso-8859-1. Kannel internal coding is another matter.
ok, is Kannel misbehaving in this mean anywhere?
http library should return charset value ISO-8859-1, not "", when there is no explicit charset.
