first of all: 1.2.1 stable is "outdated". Kannel's configure seems to be unable to find xml2-config in the $PATH. Hence it assumes it is not "available" on the system. Check where the xml2-config bash script is available and add the path temporary to the $PATH, re-configure and you should be fine.
