now, 3G LAB (now Trigenix) has been working on the WTLS stack in Kannel and there have been certain parts integrated already, see wap/wtls* source files. Unfortunatly it's yet not functional.
If you consider in adding WTLS abilities to Kannel I may advice to take the kwtls sources and addopt them to the existing WTLS stack sources in Kannel's tree.
