did you form the XML like this example shows from Nokia: http://www.forum.nokia.com/document/Local_Client_Provisioning_plug-in_for_VoIP_2_x_Developers_Guide/?content=GUID-8BAACA0D-C850-4A49-B959-2A6136F1D5B1.html ? Can any one please shade some light here. Its way to long ago I did all this OMA provisioning stuff, so I really don't recall the details. What is your assumption? That Kannel misses encoding stuff from the XML while converting to WBXML?
