now, the "availability" of the config resource at the time the daemons is starting up and wants to "consume" the config resource is not specific to a URL resource.

Same is applicable for a local file. If you want to start it, and the local file is not available, i.e. because it resides on a distributed networked file system you end up in the same case.

For gracefull restarting (when he have this), this effectively means: not able to read the config resource equals no logical changes to the runtime state, though, of course inform the user that we couldn't restart.
