Actually, it's state dependent!
If you start cmd-tabbing the cmd-` it acts like shift-cmd-tab (go
backwards through the list).
Otherwise cmd-` is a HIG standard for cycle through the windows in
order.
Though not really relevant to the XO (except as a counter example :-)
