We'd been going back and forth as to whether or not we should be mapping the
top row to Function keys. Clearly we shouldn't do both, but it isn't clear
which is the right choice. I suppose that if we don't use Function keys for
the Sugar stuff, it won't be usable on other systems. Maybe that is a
sufficient argument.
