I don't think merging is right way to do. To be honest, I should update gnuconfig files in automake more often than I've done so far. That's because automake brings sources into autotooled distribution tarballs, and those should be upd2date. On the other hand, updating gnuconfig files in redhat-rpm-config is something which is used by %configure, and something which is worth updating once we have a request for it.
