Note, there's one other case in which 'anaconda' runs the WM: the graphical version of initial-setup. So the WM used by initial-setup differs on different images. This doesn't affect Workstation since it doesn't ship initial-setup, but for e.g. when you install a KDE package set and initial-setup runs, it will probably use kwin.
