You can find older versions of packages in Koji [1]. Something like this
(depending on your Fedora version) could work:

$ dnf downgrade
https://kojipkgs.fedoraproject.org//packages/fedpkg/1.32/1.fc29/data/signed/429476b4/noarch/fedpkg-1.32-1.fc29.noarch.rpm

Please note that the packages linked in Koji are unsigned. The signed
version needs to be taken from the URL similar to the one above.
