The pulp team is orphaning the pulp 2 stack in fedora's repositories. The upstream project is focusing the majority of it's development efforts on pulp 3, and is removing fedora support for the pulp 2 line.
This will also assist other package's transitions to python 3 only, as there have been cases where pulp prevented them from dropping python 2 in fedora.
