Netinstall is a minimal image meant to be used from virtual consoles
with no graphical support.

But remember this isn't exclusive to netinstall. Only the live image runs a GNOME session: that's the only scenario when anaconda is running inside GNOME.

I think it makes sense to open a bug against anaconda to ask the anaconda developers whether text-to-speech is intended to work outside of live images. It seems odd to require that blind users exclusively use live images to install Fedora. E.g. that's not how RHEL is expected to be installed. And non-Workstation Fedora products do not have live installers.
