I don't think this soname bump even happened by accident, because the
.so file names %files entries in the .spec file were explicitly
adapted to the changed version number ...

Do some people really just blatantly ignore the current updates policy [0]?

It explicitly states that ABI bumps should be announced a week before
they are pushed to *rawhide* to coordinate with dependent packages,
and that they should be "avoided if at all possible" in branched ...
