Can you now try: 

curl -v
'https://download-ib01.fedoraproject.org/pub/fedora-secondary/development/31/Everything/ppc64le/os/'

(Note that that mirror has a ipv6 address, so if you have a routable
ipv6 address and something is messed up with your ipv6 connectivity you
might be trying to hit that)?

interesting. 

I guess it only logs package downloads there, not the metalink download. 

Does 'dnf -v ...yourcommand' give anything more here?
