I have nothing to do with this change, but it has been in place for at
least 6 months, and maybe almost a year.  If the kernel api doesn't
change with a new version, there is no need to create new header files.
I assume it was done to cut down on compile time, spec file complexity,
and installation size and time (resource churn).

Maybe someone else can clarify more authoritatively.
