Downloads also require energy, on the client, on the server, on the
intermediate hops, and even for the actual information transmission in the
cables. So I am not convinced that you are going to save any energy by
making the image significantly larger just so that it is faster to
decompress.
(As for the time factor, I already explained how that does not compute
either, at least in large, less-privileged parts of the world.)
