I do in fact have that setup, but I tried commenting it out and now mock
fails almost immediately not able to find /usr/bin/yum.
$ cat ~/.config/mock.cfg
config_opts['cleanup_on_failure'] = 0
config_opts['nosync'] = True
config_opts['macros']['%_smp_mflags'] = "-j12"
#config_opts['package_manager'] = 'dnf'
