Listing dependencies on modules is prescribed by the guidelines for ages. If
this change revealed something, then that are packaging bugs in the affected
packages.

The only news is subpackaging perl-debugger and perl-doc. I can't remember
more than 10 packages that were affected by this.

But don't worry, there will be a formal Fedora change for Perl 5.32 that will
mention this split.
