The final backgrounds package wasn't submitted prior to final freeze.
Update FEDORA-2020-8ed3d94b26 contains the final version but has
issues with dependencies.

Rescue Mode doesn't recognize LVM -Partitions

The timing of the change in state of devices from dead -> plugged
appears to be the determining factor on if this behavior is observed
or not. This happens anaconda for netinstall/DVD for both rescue and
custom partitioning. It appears to be unique to disks attached as
SCSI, not as VirtIO.
