Trying to update a package and getting failures over:

not known -- Some packages may not be found!
Couldn't find index page for 'pbr' (maybe misspelled?)

Has anyone seen this before, why would it not be able to find pip. I have
python3-setuptools & python3-devel as BuildRequires, perhaps its path issue?
