I've just tried on the rpms/certbot package to set "@certbot-sig" as default bugzilla assignee for Fedora and it worked fine (I reverted the change afterward since I didn't know if you want to change this package or not) If this keeps not working, could you ping me on #fedora-admin on IRC so we can try to debug this live?
