Is it really a mandatory requirement ? https://fedoraproject.org/wiki/Join_the_package_collection_maintainers?#Create_a_Bugzilla_Account this description merely says "should", not "must", and points to a way to get privileges set if your accounts don't match. This suggests it is recommended, but not mandatory.
