To add some data points: I roughly see a factor of 2 (with already populated caches). For one of the smaller packages (xml2) it's ~6 seconds for `fedpkg local` vs ~15-20 seconds for `fedpkg mockbuild`. For one of the larger packages (shotwell) it's ~1 minute vs. ~2 minutes.
