While the wiki probably predates this feature, `fedpkg retire` will refuse to retire a package on a stable Fedora branch and it does not appear to have a --force switch.

Thank you for input everybody. I added a separate section "Completely Removing a Package" on the same page, using 'git rm'and also adding dead.package and updating fedora-obsolete-packages.
