Two reasons:
- Python is a dynamic language; most errors only happen at runtime. In C, just compiling and linking might work as a reasonable smoke test. - I'd like the Python guidelines to be a bit "ahead" of the Fedora-wide ones. The proposal contains a few ideas that might be better Fedora-wide, but I'd rather introduce and test them in the ecosystem I know.
