My solution for when a mirror is going slow: Ctrl+C dnf and run dnf again. This doesn't always work, but it's not unusual for it to go 100x faster on the second try. We need to do better to prevent bad mirrors from slowing down updates.

I'll try to remember to check /var/log/dnf.librepo.log next time I see this happen.
