I originally posted this into bugzilla [1] and onto mono bug tracker [2], but we were unable to solve the problem. Given that F33 is going EOL soon and I will have to choose between losing my test case or running without updates, I decided to post here. I tried rebuilding F33 fontconfig on F35 and downgrading, it did not help unfortunately.

It turns out that the blurriness was caused by cairo. Rebuilding 1.16.0-9 and downgrading to it restores the sharp fonts. Is this a bug in mono? There is a somewhat related gtk4 bug, which says it it a feature:
