Missed this message earlier... this seems like this should be the default on pretty much all Fedora setups, with documentation on how to change it if you secure the boot loader. I wasn't aware this option existed, because it isn't documented in any of the systemd man pages (and in fact there is no man page at all for systemd-sulogin-shell or the emergency or rescue services).
