I think a lot of the Fedora infrastructure complexity and difficulty attracting new packagers is because too much of the compose processes, which seems very opaque and relatively few people participate in, is allowed to leak into the packaging processes, in which a lot more Fedora folks participate. Even if PDC is the most valuable thing to Fedora composes ever, casual contributors who only work on packaging should never have to care about it.
