OK, I tried it again, with a fresh install of F36.I still got an error message 
with the command, but it looks like it was all set to run the upgrade.:

$ sudo dnf --releasever=37 --setopt=module_platform_id=platform:f37 \
--enablerepo=updates-testing \
$(rpm -q fedora-repos-modular >/dev/null && echo
--enablerepo=updates-testing-modular) \
--assumeno distro-sync
bash: --enablerepo=updates-testing-modular: command not found...
[sudo] password for scott:
