My bad. I suggested '>'. Usually this would work because there'd be a dist tag, but fedora-release doesn't have the dist tag. There's another issue: the dependency should be on fedora-release-common instead -> https://src.fedoraproject.org/rpms/iscsi-initiator-utils/pull-request/12.
