If the changelog is over 10k characters is simply omitted. For example,

(well, more exactly, it is "(changelog + notes) > 10k THEN omit
changelog" && "(omitted changelog + notes) > 10k THEN truncate notes )

No failure should ever happen on automatic updates (rawhide or branched).
