It uses the koji hub 'scm' policy. Ours allows scratch builds. https://pagure.io/fedora-infra/ansible/blob/main/f/roles/koji_hub/templates/hub.conf.j2#_215 I'll have to dig around for the koji PR... It should be in the next release I think.
