COPR is using

EPEL at the time you tried the build was using
DEBUG util.py:445:   xorg-x11-server-Xvfb        x86_64   1.20.11-11.el9
           build   895 k

which says to me that the CDN sync from Red Hat isn't complete so koji may
have some 9_2 and some 9.1 items in its build root. [Although I did not see
any 9_2 in the koji output but did see them in the COPR one.]

I think the Fedora infrastructure is trying to get a download for koji
which may take some time. Try again tomorrow
