Ah. Well this hasn't worked out great with the loss of Ben, then,
because none of this new process is actually captured in the docs we're
following to try and keep this process together in the absence of an
official Change wrangler.

doesn't actually mention announcing to Discourse at all, and it
certainly doesn't say anything about e.g. linking to the discourse
thread from the devel-announce@ mail and asking for discussion to be
directed there.
