contingency mechanism.
I think we don't have a reason to maintain openssl1.1 anymore.
Formally I can suggest turning openssl1.1 back to distro as a
contingency plan, but it doesn't look reasonable to me.
Well obviously activating a contingency plan is not what the change owners
want, but I believe it's something they should be prepared to do in unforeseen
circumstances. Having it documented allows *others* to do it in case the change
owners walk away.
