If there was general consensus on using /usr/etc in upstreams/OSes/distros 
outside of having it be an implementation detail of ostree (mostly today) then 
we could certainly figure out how to support having content from RPMs (and 
other sources) in /usr/etc.  But consensus has been for projects to use other 
places (/usr/share or /usr/lib) - which I agree with too - so there's no need 
to keep bringing this up AFAICS.
