Almost certainly. What changed is
https://fedoraproject.org/wiki/Changes/KiwiBuiltCloudImages - these
images (all 'Cloud' and 'Container' images) are now built with Kiwi
instead of ImageFactory/oz.

I had "run a comparison of included packages" on my todo list, but
hadn't got around to it yet, except for one image I sent a diff for to
Neal last week.
