Currently the Fedora project infrastructure is moving to a new location and
many items are not fully functioning until probably July 4th. If you are in
the packagers group then systems are still down and it will not accept your
ssh key. If you are not in the packagers group, you will need to use the
anonymous methods outlined in
https://docs.fedoraproject.org/en-US/package-maintainers/Package_Maintenance_Guide/#using_fedpkg_anonymously
but after the infrastructure is fully up.
