The defaults are in the kernel.

The only way to make barriers default for all ext3 filesystems is to change the 
default in the kernel.

Anaconda could insert "barrier=1" in fstab for the filesystems it creates, but 
that's not quite the same.

And anaconda gets tired of cleaning up other messes, there are too many to keep 
up with,
so really tries to stick with the agreed-upon defaults from the things it 
consumes.
