As far as gnome-tweak-tool can activate/deactivate certain extensions, I would prefer to have a package. This would be convenient for systems with many users. A global package provides extensions, which are displayed in gnome-tweak-tool, and users can switch them on and off. No need to search for extensions and install them individually.
