Linux kernel routinely has many regressions that affect end users. Kernel developers try to solve known regressions before the release and so does Fedora. The problem with have distribution level dictators is the potential for abuse of power. I don't think you want that. Atleast in this case, the bug was actually filed long after the release and hence wasn't a known regression that was ignored. I don't think you can blame Fedora here.
