I'd say, it depends on the use case... Why do you want to do that? * Only to have some piece of software installed, which can handle the (C++?) source code? Then no: You should not do the choice for the user, how to use the header files. * Your devel subpackage calls "g++" via some included scripts, then it would be ok, I think.
