Nope. Just dropping the loopback IP address doesn't disable IPv4. if you want to disable IPv4 like you can disable IPv6 then this probably needs kernel support. Disabling IPv4 should result in socket(AF_INET, ...) returning EAFNOSUPPORT. Just taking away 127.0.0.1 doesn't do anything like that.
