The authority for making this decision is, as always, in the hands of 
the individuals who write the code. We do have a process for overruling 
that authority, but that's a last resort - people should assume that 
maintainers are acting in good faith and engage in a discussion *with 
the maintainers* before thinking about ways of forcing them to revert.
