This is mostly because of a lack of video drivers on ARM hardware, as I understand it. What good is producing a GNOME image if it requires video drivers that don't yet exist, or aren't yet mature enough for serious use?

Yes, no openGL-ES support and that so called default does not accurately represent the community nor might not be default for much longer.
