We've always supported upgrades. Before fedup, preupgrade was the 
supported upgrade mechanism. That's been true as long as I've been 
involved in Red Hat.

Preupgrade was accepted into Fedora 8, so you'd probably need to go back 
and review the feature discussion from then.
