Why?

config.sub/config.guess originate from an upstream of their own (The config project):
http://savannah.gnu.org/projects/config
which is where GNU upstreams usually update their config.* from, when preparing releases.

Also, automake-based projects receive the versions bundled with automake, when running automake rsp. autoreconf.

So, if there's something resembling to a system-wide copy, then it's the version in automake or that in rpm (Because that's where rpmbuild currently picks it up from).

That said, it might be worth considering a system-wide "config" package ;)
