Well, these ARE the way if you really need to ship something that cannot go 
into the distribution repository. Bypassing the whole packaging system is 
not.

Of course, depending on who makes the PPAs, the packages can be really 
really crappy, but users know that and do prefer packages from a reviewed 
repository or at least from a PPA done by a decent packager. (Packages done 
by upstream tend to be the crappiest of all.)
